The Site provides a Grade II Listed building which was originally constructed in 1933 and used as a cinema until it closed in May 1977,
following which it was used for a variety of uses including a Dance/Music venue and public house (A4) but most recently as a Bingo Hall (D2). The Astoria Site extends to approximately 0.147 ha (0.364 acres) in total and has been vacant since 1996-97.

The Site fronts Gloucester Place to the east, Blenheim Place to the south, residential dwellings to the west and the Gloucester Place Baptist Church to the north. The Site benefits from views across Victoria Gardens, separating Gloucester Place and Grand Parade to the east.

The Site lies within the administrative boundary of Brighton and Hove City Council. Under the adopted Local Plan (July 2015), the Site lies within the Valley Gardens Conservation Area and abuts the North Laine Conservation Area. The existing building benefits from Listed Building Consent dated 5 March 2015, for its demolition (Ref: BH2013/03927).
The recent planning application (Ref: BH2015/01471) was approved under an appeal dated 11 January 2017 (Ref: APP/Q1445/W/16/3152980). The permitted scheme provides for a new part 3/part 7 storey building, plus basement which has been designed in a U-shape with a central courtyard at lower ground level. The Site has been designed as a Private Rented Sector scheme but in our opinion could be suitable for other uses.
